Morale quests must be completed whenever you want to unlock a new city. 

Click on the exclamation mark (!) above a city on the map to accept Morale quests for that city. 

You may only unlock a city, begin building within its walls, and send reinforcements once all Morale quests are complete. 

Morale Quest Types: 

Campaign —— Eliminate nearby Bandits harassing the city 

Donations —— Donate Food, Wood, and other resources to the city
